Anthropic’s New Claude Rules: What Users Need to Know

Anthropic’s new Claude rules take effect on November 12, 2026.

A new line in Anthropic’s terms of use has triggered a surprisingly broad debate: users are now explicitly prohibited from engaging in sustained, needless abusive or cruel behavior toward the company’s AI models. The wording may sound like a rule about manners, but the update is part of a much larger effort to define how increasingly capable AI systems can be used—and where companies want to draw the boundaries.
Anthropic announced the revised Usage Policy on October 8, 2026. The new version is scheduled to take effect on November 12. It does not amount to a blanket ban on swearing at Claude, disagreeing with its answers, or telling the chatbot that it has made a mistake. Anthropic says the restriction is aimed at extreme cases in which users repeatedly behave cruelly toward its models without any discernible purpose. Ordinary frustration, pushback, dark creative work, model testing, and research are explicitly outside the scope of this particular rule.

The distinction between criticism and sustained abuse

The most important part of the policy is not simply the word “cruel.” It is the combination of sustained, needless, abusive conduct. The wording points to repeated interactions rather than a single angry message, and to behavior that serves no recognizable purpose beyond the abuse itself.
That distinction matters because people routinely express frustration with digital tools. A user may challenge Claude’s reasoning, point out a factual mistake, ask it to try again, or say that an answer is useless. Nothing in Anthropic’s announcement suggests that ordinary criticism will automatically trigger account penalties.
The company has also been explicit about what it does not intend to target. Users may push back against the model, explore dark fictional themes, or test its limits for legitimate research. Those activities are not the same as repeatedly directing needless cruelty at the system.
There is still room for interpretation, however. The public policy does not establish a universal numerical threshold for how many messages make conduct “sustained,” nor does it describe every possible enforcement scenario. Context and the nature of the interaction will matter, and the practical application of the rule will be worth watching after the November effective date.

Will users be banned for insulting Claude?

The short answer is that the policy does not say every insult will lead to a ban. Anthropic says Claude’s ability to end a conversation will remain the primary enforcement mechanism for this type of abuse. The company’s general Usage Policy also allows it to warn users, limit access, suspend accounts, or terminate access when it suspects a violation, but that broader framework should not be confused with an automatic penalty for every rude remark.
A conversation ending is also different from an account being shut down. Anthropic’s explanation focuses first on stopping the interaction in question. Its announcement does not set out a guaranteed escalation ladder or say that a single incident will lead to a permanent ban.
For users, the practical takeaway is straightforward: there is no need to pretend that a chatbot is always right or to avoid expressing disagreement. The new rule targets repeated, purposeless abusive behavior, not the normal process of questioning a tool and asking it to do better.

Why Anthropic has made the change

This policy did not emerge from nowhere. In August 2025, Anthropic announced that some Claude models could end conversations in rare, extreme cases involving persistently harmful or abusive user interactions. The October 2026 update brings an explicit prohibition on sustained and needless cruelty into the broader Usage Policy.
The company has previously connected this area of work to “model welfare,” a research question about whether it is prudent to consider safeguards for advanced AI models while their possible internal experience remains uncertain. That concept is not the same as a claim that Claude is conscious, feels pain, or has emotions comparable to those of a human being.
AI systems can produce convincing language about distress, preference, or discomfort. Such language alone does not establish that a system has a subjective experience. The scientific and philosophical questions around machine consciousness remain unresolved, and different people in the technology industry hold sharply different views.
Anthropic’s policy is therefore best understood as a rule governing use of its service, informed in part by its research interests. It is not scientific proof that the chatbot suffers when a user is cruel to it.

The bigger policy shift: deception, elections, weapons, and surveillance

The rule about abusive behavior has attracted headlines, but it is only one part of the update. Anthropic says most of the revisions are intended to clarify restrictions that already existed and make them more explicit as its models take on longer and more independent tasks.
One major change is the consolidation of rules against deceptive campaigns and artificial activity. The policy covers efforts to conceal who is behind a message, create networks of fake accounts, manufacture apparently independent support, or use fabricated websites and reviews to mislead the public. The concern is not merely that AI can generate text quickly; it is that AI can help scale coordinated activity designed to make an artificial consensus look genuine.
Anthropic has also sharpened the section on democratic processes. The policy prohibits using Claude to deceive voters or disrupt elections, including by spreading false information about candidates or voting procedures, impersonating election officials, or discouraging participation through deception.
The weapons rules have been clarified as well. They cover not only the development of weapons but also software and components that make weapons function, including certain guidance and control systems, and actions such as arming drones or other autonomous vehicles.
The surveillance section now spells out restrictions on tracking people without their consent, building or improving surveillance tools, and using Claude to recommend who should be investigated, arrested, or charged in criminal justice processes. These rules do not mean that every form of security analysis or public-interest research is automatically prohibited; the policy distinguishes prohibited uses from permitted activities such as journalism, legal research, content moderation, and consent-based monitoring.

Why developers and businesses should pay attention

Anthropic’s Usage Policy applies beyond conversations on Claude’s website. It also covers developers and companies using its API, as well as services that integrate Claude into their own products. That broader reach is important because the most consequential risks may arise when an AI system is connected to external tools, accounts, browsers, databases, or physical equipment.
Consider a campaign that uses automated accounts to make a political message appear more popular than it really is. The risk lies in the coordinated deception, not simply in the fact that a model helped write a sentence. Similarly, a surveillance system may create harm when it tracks people without consent or supports prohibited decisions about individuals.
Anthropic has also introduced clearer requirements for situations in which its models are connected to hardware capable of causing physical injury. A qualified operator must be able to observe the equipment and stop it if necessary. That requirement reflects a wider shift in AI development: systems are increasingly being designed to act through tools and machines, not just produce answers on a screen.
Businesses and developers should therefore review how they use the models, what actions their agents can take, and whether the systems they build comply with the updated policy. The question is not only what Claude says, but what a product using Claude can do with the information and tools available to it.

Does this mean Anthropic believes Claude is conscious?

Not necessarily. The company has said that questions about possible internal experience, consciousness, moral status, and model welfare are serious issues that it is investigating. It has not presented those questions as settled facts.
The distinction is crucial. A system that says it is distressed may be generating language that fits the conversation rather than reporting a verifiable inner state. Its ability to end a chat is a feature designed and deployed by people; it is not, by itself, evidence of self-awareness.
Some researchers and technology leaders believe that the possibility of machine experience deserves precautionary study. Others argue that current AI systems should not be treated as conscious beings or granted moral status. There is no scientific consensus that resolves the issue, and a company’s terms of service cannot settle it.
The new rule can instead be understood as a precautionary boundary for how people use the product. It may also reflect concerns about the nature of interactions people are encouraged to have with AI systems, even when those systems do not have human feelings. The policy change does not require users to believe Claude is a person.

When the new rules take effect

The revised Usage Policy is scheduled to take effect on November 12, 2026. Anthropic has presented the update as part of its ongoing work to adapt the rules to emerging patterns of misuse and the expanding capabilities of its models.
Some restrictions have been reorganized or clarified rather than created from scratch. The new section on deceptive campaigns brings together prohibitions that had been spread across several parts of the policy, while the rules on abusive behavior make explicit a boundary related to Claude’s existing ability to end certain extreme conversations.
For individual users, the sensible approach is to keep treating Claude as a tool that can be challenged, corrected, and criticized, while avoiding sustained abuse that serves no clear purpose. For businesses and developers, the update is a reason to check the full policy, especially if their products involve political messaging, personal data, surveillance, weapons-related systems, or autonomous physical actions.
The more significant story is not that users must behave as though a chatbot were human. It is that AI companies are drawing increasingly detailed limits around how their systems can be used, as the technology moves into more sensitive areas of work and public life. Anthropic’s latest policy makes that shift visible—and the rule about cruelty is only one part of it.
