The European Commission is considering the implementation of a digital euro that would be accessible to all retail users for free, aiming to promote financial inclusion and competition in digital payments. A leaked draft proposal reveals the Commission's plan to make the digital euro available to banks and primarily to the general public as a retail payment option. The proposal is motivated by the desire to reduce fragmentation in the European retail payments market, encourage industry initiatives for pan-European payment services, and adapt the currency to technological advancements.

The digital euro would be legal tender and backed by the European Central Bank, offering a safer alternative to bank deposits. It would be available online and offline, with offline use limited to low-value transactions. The proposal also emphasizes that the digital euro should be free to users, with credit institutions and payment service providers required to offer essential digital euro services at no cost. The distribution of the digital euro could involve public institutions such as postal offices and local authorities, reducing dependence on banks. However, to protect financial stability, the proposal suggests implementing holding limits to prevent excessive withdrawal of funds from bank deposits into digital euro accounts. The enforcement of these limits would require payment service providers and the ECB to process personal data, prompting the need for appropriate security and privacy measures.

The proposal aims to balance privacy and traceability, ensuring high privacy for offline transactions while complying with anti-money laundering standards for online transactions. The draft proposal also addresses front-end services, emphasizing interoperability with European Digital Identity Wallets and allowing payment service providers to develop their front-end services while offering access to services developed by the ECB. Mobile device producers must provide fair and non-discriminatory access to hardware and software features necessary for digital euro transactions.
