What Is This Vote About?
The question is straightforward:
Should we adopt the proposed rules as the foundation for SHx governance?
These rules provide a clear structure for how decisions are made, votes are conducted, and changes to the governance process are handled.

The Proposed Rules (Simplified):
1. Fundamental Principles
- The rules aim to make SHx governance transparent, secure, and trustworthy.
2. Key Terms to Know
- Circulating Supply: The amount of SHx available for use in voting and trading (not locked away in reserves).
- Super-Majority Vote: Requires at least 66.67% approval.
- Simple-Majority Vote: Requires 50% +1 approval.
- Snapshot: A record of SHx holdings in a wallet (not in a CEX) at a specific time to calculate each holder’s voting power.

3. How Decisions Are Made
There are two main types of proposals:
1. Governance Rules Amendments
- Refer to big changes to the core rules.
- Require a super-majority vote (66.67%) and at least 25% participation from active SHx circulating supply.
2. Normal Proposals
- Refer to smaller adjustments to processes.
- Require a simple majority vote (50% +1) and at least 1% participation from active SHx holders.

4. Voting Power
- Your voting power depends on how much SHx you own at the time of the snapshot.
- 1 SHx = 1 vote. Fractional token balances (e.g., decimals) are ignored, meaning if you hold 24,591. 9135 SHx, your voting power is 24,591.

5. How to Vote
You can vote on two platforms:
1. Stellar Network
- Submit your vote through a simple operation called “Manage Data.”
- The last vote you submit during the voting window is the one that counts, so you can change your vote if needed.
2. Ethereum (Snapshot Platform)
- Voting here follows a similar process, but it’s less commonly used for now.
After submitting your vote, an optional second step clears the data to ensure your account doesn’t incur an ongoing reserve cost. This step isn’t required for your vote to count but is recommended.
