Japan has ageing population. Thanks to feminism, this population has not produced much. Add to that japanese men are workaholic and not spending time to build family, if they do they are paying alimony games. Either way the population is shrinking. And this means the aged people have to plan their retirement and the funding would be hard without work. So they are raising the funds through NFTs for the village population of 800. 

Recently this digital Citizen NFT is raised by the Yamakoshi village. 

They have hosted the NFTs on the opensea. And they are raising those funds for the villagers. And this would be through the DAO system where the funds would be used to distribute among the citizens. This sounds like much better system than the universal basic income. In near future the digital citizens scheme with the NFT with token for the governance would be distributed and the funds would be used among the users of the village.

They have also setup the website and they are handling the DAO. You can see the governance token. And the thing is that they need to setup such system that means the population crisis is real but the way they are going to handle and how this would work out in real life is going to be harder to handle as well.
