Cardano is kind of making moves in the spaces like social network and the governance. And those community management and disputes and voting process would now going to the blockchain. So the Voltaire is the model that has been moved into the chain. 

Every blockchain requires the community built around it. Many chains are decentralized and they make use of the DAO and the governance models to handle the community disputes and the engagement.

In case of the centralized governance things go out of the hand and also central control means more suppression of the opinions too. So the blockchains form governance in open model or the DAO to handle things.

Cardano blockchain has managed to released a governance model named : Voltaire. They have made the governance model explained on the twitter post.

How does the DAO works? Here the participants changes, votes would be collected on the changes and then those changes would be proposed based on the final outcome of the poll. And that would form the governance and to give tributes they used Voltaire.

Cardano has been making progress on social side. They are launching the social network of their own and launched on their system and used in case if incidents like Brazil ban happens. So new DAO and the social network are two thigs changed for the blockchain.
