First, you have to send your bitcoins from the Paper Wallet to a Software Wallet then you can send them or a portion of them to whomever. You just need this recipient's address. So, all you need is an internet connection and a software wallet.
In this tutorial I will show you how to send your bitcoins stored in a Paper Wallet to a Software Wallet. I will use https://www.blockchain.com/ since i have one.
Step 1: Get your Paper Wallet
Here is a Papaer Wallet generated by https://www.bitaddress.org/

Step 2: Check your balance (optional)
You can check the balance in your Paper Wallet before sending the bitcoins to the Software Wallet by pasting or typing the address labeled "Load &Verify" or "Bitcoin Address" to a blockchain explorer such as https://www.blockchain.com/explorer
Step 3: Load the Private Key into the Software Wallet
- Open your https://www.blockchain.com/ wallet account.
- Go to "Settings" ---> "Wallets & Addresses"

- Click "Import Bitcoin Addresses"

- Check "Existing address generated outside this wallet"
You have to enter the Private Key in order to be able to use the funds associated with your BTC address otherwise the bitcoin address, will be imported as watch only (non-spendable) and you will not be able to use its funds.

You can choose to transfer the funds to an existing sub-wallet or leave it blank and the funds will remain in your imported address.
- Click "Import" to finish the process.

Your bitcoins are now ready to be spent.
