"Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction."

This is not the original 13th Amendment also known as Titles of Nobility, but is in fact the 14th Amendment.

The original 13th Amendment:
"If any citizen of the United States shall accept, claim, receive or retain any title
of nobility or honour, or shall, without the consent of Congress, accept and retain
any present, pension, office or emolument of any kind whatever, from any
emperor, king, prince or foreign power, such person shall cease to be a citizen of
the United States, and shall be incapable of holding any office of trust or profit
under them, or either of them."

In 1810 senator Philip Reed proposed another "Titles of Nobility" Amendment (the first was proposed in 1789 by senator Tristram Dalton Massachusetts, but did not pass).The senate passed the Amendment by a vote of 26:1 and the house resolved, voting 87:3, the Amendment was sent to the states for ratification.
The Constitution requies 3/4 of the states to ratify the Amendment before it can be added to the Constitution(there was 17 states at the time).On April 30, 1812 Louisiana became the 18th state, but was not consulted on the pending Amendment.
The following 13 states ratified the Amendment:
Maryland, Dec. 25, 1810
Kentucky, Jan. 31, 1811
Ohio, Jan. 31, 1811
Delaware, Feb. 2, 1811
Pennsylvania, Feb. 6, 1811
New Jersey, Feb. 13, 1811
Vermont, Oct. 24, 1811
Tennessee, Nov. 21, 1811
Georgia, Dec. 13, 1811
North Carolina, Dec. 23, 1811
Massachusetts, Feb. 27, 1812
Virginia,prior June 12,1812
New Hampshire, Dec. 10, 1812
According to wiki's Titles of Nobility page, Virginia rejected the Amendment on Feb 14,1811, but this is not true.
An Entry in the senate record for New Hampshire, Governor Plumber of New Hampshire sent documents to the New Hampshire Legislature with letters form the Chief Executive Officers of Georgia,North Carolina,Tennessee,Virginia, and Vermont ratifiying the 13th Amendment by their state. (evidence that Virginia ratified the Amendment before June 12, 1812), .This makes Virginia the 12th State to ratify the 13th Amendment.
On December 9th, 1812 New Hampshire became the 13th state to ratify the Titles of Nobility Amendment making the 13th Amendment part of the Constitution and law of the land.
There is no requirement by the Constitution to notify the secretary of state or any other person,the only requirement is 3/4 of the states ratify the Amendment.
Unfortunately or fortunately the war of 1812 broke out between United States and England, and the capital and records were burnt along with Viginia's documentation?(maybe the Amendment was the reason or one of them for the war,coincidental timing,i think not).
In 1819, Virginia published 4000 copies of THE CONSITITUTION OF THE UNITED STATES: THE DECLARATION OF RIGHTS: and THE CONSTITUTION OF VIRGINIA (article 13) confirming they ratified the Amendment.Copies were sent to President James Monroe, James Madison and Thomas Jefferson.
Soon after Virginia, Rhode Island and Kentucky published the new Amendment in 1822 followed by Ohio, Maine, Indiana, Northwestern territories, etc, Nebraska being the last to do so, six times from 1855 to 1860.
I also found a copy of the American Citizen's Manual of Reference from 1840, with the original 13th Amendment.
In 2003 Representative Marple, prime sponsor of bill, House Concurrent Resolution 10 to reaffirm New Hampshires Dec 9, 1812 ratification of the 13th Amendment, sent Copies of pages from the NH journal of the senate confirming that New Hampshire and House of Representatives recieved the documents sent by Governor Plumer.
The 13th Amendment also known as Titles of nobility has never been repealed(meaning it still stands today) and was part of the Constitution when the requirements were met in 1812 making it the 13th Amendment.
The original Amendment was removed from the Constitution and erased from the history books(hmm, i wonder why?).
Will the Amendment be recognised as the true 13th Amendment? I think not.
There is two sides to every story and the winners write the history.
History is just what it say's, its his story.
