24 year-old Carl Girouard has been detained and charged with 2 counts of first-degree murder and 5 counts of attempted murder after a sword attack while wearing "medieval style clothes" in the Old Quebec neighborhood of Quebec City, Canada, on Halloween night. According to local police forces, an initial probe revealed that Mr. Girouard is not affiliated with any extremist groups, have any previous criminal record, or is known to police, though police chief Robert Pigeon said that the attack is thought to have been premeditated, with the attacker coming from the Montreal suburbs to Quebec city with the "intention of doing the most damage possible. The man was armed with a Japanese sword, and is suspected of choosing victims at random.

The attack happened at about 22:30 local time, and the suspect was later arrested. Local reports say that he was found lying on the ground barefoot and hypothermic when arrested, and surrendered without resistance. The two dead have been named as 56 year-old François Duchesne and 61 year-old Suzanne Clermont. Canadian Prime Minister Justin Trudeau has expressed his condolences, and thanked first responders for their work in the incident.
