Only Russian legal companies and registered enterprises may mine digital currency under this new law. Individual miners are allowed. Unregistered users below a government-set energy usage threshold may participate. This should restrict lawful operations for smaller, independent miners.
The legislation also outlines mining pool, mining infrastructure operator, and address identifier responsibilities in the crypto mining ecosystem. These changes seek to provide a controlled environment for digital currency mining in the nation.
Russian blockchain platforms may trade foreign digital financial assets under the legislation. However, the Bank of Russia may stop some offers if they threaten financial stability.
This clause ensures the central bank has supervision and may interfere. President Putin allegedly stressed the need for a legal framework in a cabinet meeting earlier this year, highlighting digital currencies' economic potential.
He called digital assets a strategic potential, saying a clear regulatory framework will enable Russia to enter this attractive industry fast.
Additionally, Russia revealed intentions to test digital rubles for real-world usage last year. Russia's central bank announced intentions to release the digital money for wide use cases if the trial experiment succeeds.
