Control is called the norm when restrictions are called freedom.
"The Internet will return to normal when there is no need for security measures."
"Now there is a situation where security considerations dictate the need to take certain measures. These measures are being taken, and, of course, the majority of our fellow citizens understand the expediency and necessity of these measures," Peskov said.
This statement by Dmitry Peskov is a classic example of how the authorities explain citizens' inconveniences with "temporary security measures", without naming any specific cancellation criteria or deadlines responsible for this.
At first glance, Peskov's statement is logical. But in reality, this means that restrictions can last for years or become permanent, because the "necessity" is determined by the state itself, and the criteria for its abolition are not public.
The real situation with the Internet in Russia (from open sources):
- Since May 2025, mobile Internet (and sometimes communication) has been periodically turned off in the regions, officially to combat drones.
- Whitelists: access is maintained only to large government resources and individual services.
- Telegram has been slowing down since February 2026. Access is significantly difficult.
- VPN services are actively blocked, but the Kremlin "feels interruptions" — that is, restrictions are hitting civil servants.
- Complaints: over 181,000 in the 12 days of March 2026 alone (DownDetector data). The leaders are Moscow, Moscow Region, and St. Petersburg.
The nature of the failures is indicative: the Internet is "there, but not working" — pages do not open, applications (including banks and delivery) hang. This is not a technical accident, but a partial access restriction.
We are told "The need for measures will disappear" — when? There are no criteria. If the threat of drones or "non—compliance with Telegram laws" is endless, then the restrictions are endless.
Is Peskov talking about blockages — not a "path to the past"? But in fact: whitelisting, disabling regions, slowing down messengers is a controlled, fragmented Internet, reminiscent of the models of China or Iran.
Peskov says that "Most people understand." A rhetorical device for legitimizing restrictions. In conditions where independent surveys are not possible or are not published, this statement is unverifiable. Crash complaints (thousands per day) suggest the opposite.
If we follow Peskov's logic, then the Internet in Russia will never be fully restored to its former form, because:
- The threat of drones will not disappear in the foreseeable future.
- Telegram and other platforms will not comply with Russian laws to the extent required by the state.
- VPN services cannot be completely blocked, but the fight against them will continue.
Therefore, the "disappearance of necessity" is a politically impossible condition. The restrictions will remain, but will be presented as "temporary" for many more years.
How does this relate to the topic of control and the "system of violence"? The mechanism is to get used to restrictions through their rhetorical normalization:
- Stage 1: You are told that the inconvenience is temporary and necessary.
- Stage 2: You begin to accept them as a given ("such a period").
- Stage 3: When the "period" drags on, you no longer ask questions — because the system has formed a new norm.
Peskov does not threaten or intimidate. It normalizes the controlled internet. And he does it in the language of safety concerns.
The Internet in Russia will be “normalized” when the need for security measures disappears. Translating from the Kremlin: as long as it is convenient for the authorities to keep the country on a digital leash, the leash will remain. Today, these are “time limits”, “such a period” and “white lists". Tomorrow is another reason to tighten the screws. When the state uses censorship, blocking and disconnection instead of normal network operation, this is no longer security. This is management through fear and degradation. First they stifle the Internet. Then they explain that it's the right thing to do. Then they pretend that this is not the way to the past. It is very convenient to build “stability” when people are deprived of the opportunity to speak freely, work and just live.
The Internet has been “restricted“, communication is being ”normalized", and people are being asked not to whine, not to panic, engage in live communication and ask for directions from passersby. People get used to it. Services are adapting. The business is silent. The state explains. And it's starting to look... normal. That's just not the norm. It's just the moment when control stops hiding. And if this is called "temporary measures," then the main question is no longer "when everything will be returned." And whether they will be returned at all.
Today — "inconveniences". Tomorrow — "temporary measures". Then — "in the interests of security." And then it's just there. And no one is surprised anymore. And at some point you catch yourself thinking: the Internet has disappeared — and it's not a shock. This is a "situation". The connection is gone, and that's not a problem. This is a "period". And here is the final point. When they tell you that losing basic things is a "detox", it means only one thing: they are no longer trying to convince you. You're just being tested to see how far you can go, as long as you keep calling it an "inconvenience."
The Internet in Russia, of course, is “normalizing". Someday. If circumstances permit. If the need disappears. If the stars converge. In the meantime, there are time restrictions, whitelists and a very caring attitude towards citizens: so that, God forbid, they don't get carried away with free access to the network. It's okay, be patient. This is not censorship. It's just such a period. It is very convenient: first turn it off, then explain that it is necessary, and then promise to return the “fully restored” freedom. Someday.
