Putin appointed Belousov, a religious scientist and economist who did not serve in the army and does not have a military education, as Minister of Defense.
This will be the second Minister of Defense in Russia who has not served and does not have a military education. We can say the third Minister of Defense, because, conditionally, Serdyukov, although he served (as a corporal, a driver in a communications battalion), did not have an officer's rank when he was appointed Minister of Defense.
Belousov is also one of the co-owners of the Fonbet bookmaker's office, and in 2020 he promoted it to state support, but after the scandal, the office was removed from support, and is currently on free shekels.

If the current is calm and there are not too many dangerous rapids on the way, then you can live a happy life, living by this principle, but at the same time, you can miss something very interesting or important for yourself. Probably, this principle is good when there is too little information to make an important decision, it is better to really "live and see", and then decide.
Both of these options are obviously both losing and winning. It can even be said that both of these principles can do more harm than good in attempts to analyze the situation. We will not predict or agree with the situation. We will try to show flexibility of mind, abandoning both principles, we will try to go against both options, based on observations and critical thinking. In this case, it is likely that in the person of Belousov, an effective administrator is being acquired as the Minister of Defense, with the ability to effectively use the budget allocated to the army. It is probably not worth getting upset and focusing on the fact that a civilian, not a military man, has been appointed to the position of Minister of Defense. In all other key positions in the country, military men and other security officials are appointed, so do not worry. Russia is governed by security officials and the security officials hold power.
There is a probable fear that a seasoned accountant will calculate so much money for the war that the people will be stripped of their last pants. It will turn out that if earlier they asked Shoigu where the bullets are, now they will start asking Belousov how much the bullets are,
I witnessed a similar situation on a smaller scale. At a huge plant, the director - an industrialist - was replaced by an economist - a banker. The first thing that happened was that the meetings dragged on. Because every little thing had to be explained. Why the plant was buying this type of steel and not a cheaper one, etc. The economist in the role of director had a poor understanding of HOW the huge plant worked. As a result, it turned out that revenue would not be increased. They decided to reduce expenses. Less expenses - means more profit? Yeah, yeah... If earlier they spent a conditional 10 million on purchasing a batch of parts, then it became 5, then rolled down to one. Large-scale purchases turned into targeted purchases. They began to squeeze out all the leftovers and illiquid assets from warehouses and use them wherever possible. The process of coordinating purchases was overgrown with additional paperwork and reports. This began to infuriate many. People quarreled among themselves and then began to quit. The purchasing process and manic savings on everything led to delays in deliveries. This slowed down the assembly rate. The poor quality of assembly became worse due to cheaper materials. Many materials began to be purchased on credit... Naturally, they stopped paying the debts, because they needed to continue saving. A year passed... The suppliers, not having received their money, went to court. Bailiffs burst into the plant's territory. The director-economist-banker left his office through the fire escape and hid in the hospital... A huge plant that had survived the 90s and was considered a "flagship" suddenly became unprofitable and acquired multimillion-dollar debts. There were many factors in the plant's decline... However, it was the change of management that helped accelerate this decline...
Therefore, the specialization of an official, when Belousov, being not a military man, but a civilian, can lead to negative consequences. But it may also turn out that, having good deputies, his own remarkable talent as an administrator and the corresponding highest zeal for the benefit of the goal set for him, he can have a positive result that surpasses the result of the previous Minister of Defense.
Or what is obvious is when the president puts his proven loyalists in these positions. In such a situation, smart, competent, honest managers of the current government are not needed, moreover, they are dangerous.
Note that Belousov is on the sanctions lists of Australia, Canada, Japan as a "close associate of the regime" and for "supporting Russia's illegal invasion of Ukraine".
I worked in a certain company for several years, and I observed a tendency that our director gives promotions not to those who deserve it, but to those who obeyed him and unquestioningly followed his instructions. When he got completely drunk, his tongue loosened and when asked why he does not allow worthy employees to climb the career ladder, he answered that why does he need competition? According to this version, Belousov lived mainly on US grants, and now, apparently, they have been disconnected, a new source of income is needed.
In 2018, there was an investigation, according to which, at that time, the first deputy chairman of the government is a lobbyist for the gambling business. And it was he who included FONBET in the list of systemically important enterprises.
This is an interesting story, when Andrei Removich attracted too much attention to himself. When, under the noise of coronavirus hysteria, they tried to push through state support for a company fleecing gullible and simply gambling people. This news, which was well-known at the time and you can independently search for it in open sources, is a sensational scandal associated with the gambling business, many famous figures, where Belousov defended and lobbied for the interests of gambling organizers.
And if Andrei Belousov became famous as an economist in the early 2000s due to his fairly accurate economic forecasts, then later as a manager he was unable to make any of his projects truly successful, not in words, but in practice. Even his most famous project, the "Agency for Strategic Initiatives", in fact, stalled. ASI was supposed to generate investment projects and become a point of development for a new advanced economy. But in the end, the Agency successfully performed only in the PR market, selling the "Investment Rating of Regions" to governors. As a result, the Agency was doomed and gloomy on all its undertakings.
As we can see from this story, of all the things that Andrei Removich has done really well, it is not management or the implementation of economic talent, but the ability to lobby commercial interests well. Mistaken self-confidence and a sense of permissiveness, as well as the inclusion of Fonbet in the list of protected companies, were, perhaps, Belousov's main mistake. Well, the subsequent struggle for super-profits, when Belousov tried to seize these incomes from the "raw materials oligarchs", finally showed the lack of his economic talent. By the end of 2018, Belousov became the most famous and at the same time the most unpopular member of the government, having lost the last grains of trust even of the president himself. It would seem...
After 6 years, Belousov returns and is appointed to the post of Minister of Defense, replacing the "effective" Shoigu. Probably, Andrei Removich after 6 years found a way to regain the trust of the president and other members of the government. Perhaps, Andrei Removich, at 65 years old, has already acquired the necessary economic talent, allowing him to head the ministry.
I was building an outdoor toilet with my 75-year-old neighbor, in his yard, and I heard so much nonsense during the construction! We built it for two days, and didn't finish it. A month later, when he wasn't home, I installed that ill-fated toilet in another place in half a day. And here the authorities are just rotten stumps, what new can they build? Therefore, this situation resembles an office where everyone in the sales department is bustling about, moving furniture from one place to another, and in the middle of all this chaos stands a granny cleaner and mutters about how "she just wiped everything down, and they trampled again." The managers start arranging the furniture, measuring the position of each chair and table with a ruler, a compass, a theodolite... The granny can't stand it and asks: "Guys, what are you doing?" One of the managers explains: "Well, granny, our turnover has dropped lately, but now we'll arrange the furniture according to Feng Shui - and everything will be great for us." You know, my dear, says the granny, before the Revolution, there was a brothel in this very building, so when their income dropped, they didn't move the beds. They changed prostitutes."
So, in my humble opinion, even if the thieves are reshuffled, nothing from the previous ministers' larcenies will return to the country's treasury. It's just a shell game. Where old men from the same group simply change places, like beds in a brothel.
Some corrupt officials were replaced by others. It's like marked cards in the hands of a sharper, you just need to shuffle the cards in time so that no one notices anything. The sharper shuffled the deck of his assistants, swapped them. And kept his wallets for himself.
Everyone is tied up there, it's impossible to climb the tree without getting dirty. You won't find any honest people there. There are relatively honest people who, due to their position, do not have access to large sums of money and steal less.
