On a quiet stretch of the Danube River nestled between Croatia and Serbia, a bold vision for regional renewal is quietly taking shape. Liberland, a ten-year old community founded on principles of liberty, entrepreneurship and voluntary cooperation, has unveiled a $30 million regional development plan that aims to transform the surrounding region—not for conquest or controversy, but uplifting the region it calls home. 

Facilitating trade and smart development will connect the neighbors in the region instead of driving them apart. The plan will bring good jobs and solutions to structural problems that have beleaguered the area since the breakup of Yugoslavia. 

The plan, backed by international investors and supporters of the Liberland initiative, proposes equal investment—roughly $15 million each—in the border regions of Serbia and Croatia over the next two years. The goal is clear: to spark sustainable growth in communities surrounding Liberland’s physical location, improving lives and livelihoods while remaining sensitive to political realities and historical tensions as well as the local environment.

Investing in Shared Growth

The Liberland Regional Development Plan is as pragmatic as it is visionary. It focuses on infrastructure, trade, tourism, high-tech innovation and sustainable industries—sectors with the power to breathe new life into overlooked river towns, rural villages, and post-industrial areas on both sides of the border. 

Naturally, Liberlanders and supporters as well as local and regional authorities are invited to participate. Some of the plans are already underway; others are still awaiting feasibility studies and stakeholder feedback. 

In Croatia, the plan forsees:

  • Expanding the Batina Business Center, providing co-working space and support for startups and cross-border trade.
  • Modernizing the shipyard in Vukovar into a green maritime hub, supporting eco-friendly vessel production and river transport.
  • Developing a boutique wine cellar and restaurant in Zmajevac, celebrating Baranja’s unique winemaking heritage.
  • Upgrading a nearby airstrip for light aircraft and UAV training and operations, with the goal of achieving international aviation certification. Location TBA.
  • Launching a fintech and blockchain innovation hub, connecting local talent with global tech. Location TBA.
  • Construction of a solar park in Osijek-Baranja County that will provide power for local energy grids. Location TBA.
  • Building an agri-logistics center, promoting organic farming and green supply chains. Location TBA.

In Serbia, highlights include:

  • Establishing the Napredak Commercial Center in Apatin Harbor, turning existing Liberland-owned riverfront property into a dynamic trade and logistics zone.
  • Supporting Serbia’s Expo 2027 in Belgrade, with a pavilion highlighting Danube innovation and green technology.
  • Expanding the Ark Village eco-resort near Apatin (ARK II), introducing modern cabins, permaculture education and enjoying the natural surroundings.
  • Creating an adventure park near Bački Monoštor, offering eco-tourism, overnights in the wilderness, environmental learning, recreation and fishing. Location TBA.
  • Building a blockchain incubator, empowering youth with digital tools and training. Location TBA.
  • Launching a bio-based manufacturing plant, focused on biodegradable materials and green construction. Location TBA.

Projects for Liberland itself include low-impact developments including a treehouse complex, a medical center and a very innovative and eco-friendly hotel design by Sergio Bianchi of Studio Bianchi Architettura in Rome, Italy. However, projects in Liberland itself are subject to negotiations and agreements with our neighbor. 

The Vision: Harmony and Practicality

This plan is not just about new projects—it’s about reimagining how development can improve conditions for both people and the planet. Rather than over-developing Liberland’s own territory, the initiative leverages and enhances existing infrastructure in nearby communities.

For instance, instead of building an airport in Liberland itself, the plan calls for strategic use of Osijek International Airport and thoughtful investment in a nearby airfield, reducing environmental impact while creating economic opportunities for nearby towns.

This regional-first approach allows Liberland to preserve its natural surroundings while ensuring the benefits of investment—jobs, tourism, technology, and improved infrastructure—flow to the communities that need them most. It is an inclusive strategy rooted in cooperation - and the total sum of investment can grow to much more than the planned $30 million as local stakeholders indicate their willingness to participate and greenlight more beneficial projects.

Uplifting Heritage, Protecting Nature

At its heart, the plan is deeply respectful of the cultural and historical heritage of the Danube region. From the centuries-old wine cellars of Baranja to the unique wetlands of the Bačka region, the projects are designed to enhance and promote what is already here—not replace it.

“A prosperous Danube region,” explains Liberland Foreign Minister Thomas Walls, “is one that can afford to take care of its heritage and its environment. Our goal is not just to attract capital, but to protect the character and identity of this special part of Europe. We are already getting positive input from city mayors and other officials on both sides of the river on how we can best create opportunities here.” 

This balance of progress and preservation is in every element of the plan. Each investment site is being selected not just for economic potential, but for its ability to foster community integration, regional pride and environmental responsibility.

Building a New Kind of Partnership

Liberland’s plan is ultimately a proposal for collaborative development. It does not challenge one vision of the borders over another or demand recognition. It asks instead for dialogue, cooperation and a shared commitment to prosperity. A true free trade zone connecting entrepreneurs and hubs in the Danube region can improve peoples’ lives much better than any political program. And this is something we are starting to execute now. 

By improving infrastructure, nurturing innovation, and celebrating local heritage, the Liberland initiative offers a new model—one where communities like Liberland do not seek to disrupt, but to contribute.

Whether Liberland gains formal recognition from one neighbor or the other, its development plan is already making a real impact. And in a world so often divided by conflict, this peaceful push for cooperation on the Danube may be its most powerful statement yet.
