Lawmakers in Canada want National Blockchain Strategy

Today I will be looking at how a group of lawmakers in Canada are aiming to persuade the government to create clear and defined strategies for the use of blockchain and crypto within the nation.

 

 

Canadian Lawmaker Committee

An influential group of lawmakers in Canada have requested that the government make a national strategy when it comes to blockchain. Canada is similar to the United States in that it lacks a clear regulatory clarity when it comes to crypto and blockchain, and this group views that as putting the nation at a disadvantage.

The committee has had five meetings so far in total, with their aim being to create a sturdy foundation for Canada in terms of blockchain technology. There were 31 witnesses that the committee talked to, and it received a total of six briefs. A report released by the committee has shown how many people have emphasized Canada’s strong regulatory safeguards, with the nation having provincial securities regulation and federal AML and anti-terrorism financing obligations.

It is important, according to the witnesses of the meetings, that the government teams up with the blockchain industry to adequately understand the sector, which is evolving rapidly. Only once the government had engaged would it be able to enact regulations which could properly protect consumers, while at the same time ensuring they don't hinder innovation in the area. Ensuring the safeguards are in place for the space to grow and develop is crucial for blockchain’s usefulness to the country and its citizens.

With both crypto and blockchain industries evolving and innovating constantly, each of the past several years has seen a new trend, product, or service take centre stage in the space. Blockchain is also constantly finding ways to enter new industries and further improve and expand its capabilities. So far Canada has adopted a strict approach to regulating digital assets, and it is believed their current plan is to tighten the rules involving crypto exchanges even further, especially after the fiasco of FTX collapsing last year.

The group also are keen on the government to set up a bespoke regulatory regime for stablecoins which will distinguish them from other crypto assets. This would be a similar approach to that of the European Union's Markets in Crypto Assets (MiCA), which treats stablecoins as its own category of assets. Other recommendations include the need for setting up regulations for crypto custody platforms, in particular modes which will allow for blockchain firms to access banking services and ensuring fair taxation of crypto mining activities.

The committee noted in its report:

 

"While many emphasized Canada’s strong regulatory safeguards, such as provincial securities regulation and federal anti-money laundering and anti-terrorism financing obligations, witnesses stated that governments need to partner with industry to better understand this rapidly evolving sector and enact regulations that protect consumers without unnecessarily hindering innovation."
