Should more BATs be given to countries where ads are not supported yet?

I am sure most of us have heard by now that Brave will be changing its referral payout amount to the publishers starting December. When I was going through the list of countries in different tiers, what struck me was tier 5 countries. So basically, if your country is not listed in any of the tiers from 1 to 4 then it qualifies for tier 5. But surprisingly, tier 5 countries would receive only $1 equivalent of BATs for every confirmed referral.

Currently, not all countries are supported for ads. So in my opinion, it would have been better if a little more was allocated for tier 5 countries as the only way they can earn BATs is via referrals and grants. Of course, they could just buy BATs and remain in the ecosystem but to expect this would be a little ambitious for now. So, instead of increasing BATs referral bonus for tiers 1 and 2, I think they could have stick to $5 worth of BATs for them and allocate that ~$2.5 worth of BATs to bottom tiers where ads will not be supported anytime soon. This will have certain advantages. Take Nepal for example, $1 is almost Rs. 110 (as of today). So if the referral bonus was $3 worth of BATs instead (Rs. 330 equivalent) then this is a big difference. And this could act as a motivation for the users and creators to promote Brave. 

All in all, this is a fantastic project that deserves recognition not only in the developed world but everywhere. And I think one way to achieve this is by giving more to countries in the bottom tiers where ads will not be supported anytime soon.
