There are a lot of proposal out there where is great because things can be tweaked and hopefully everyone can come to some sort of agreement on what needs to be done. Some of the proposals I don't see working in their current form simply because of the administrative burden it causes. We have seen a major slow down for all the sites and everything managed by some other entity. Even helicopter dropping money to the people directly has incurred all kinds of issues and only about 60% of people have received that so far.
